THE WOLDS RALLY 2014
ADDITIONAL SUPPLEMENTARY REGULATIONS

1. ANNOUNCEMENT
Mablethorpe & District Motor Club will promote a National B permit Multi-use Special Stage Rally on Sunday 22nd June 2014 known as The Wolds Rally.  

2. JURISDICTION

The event will be governed by the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the F.I.A.), these Supplementary Regulations and any written instructions the promoting club may issue.

3. AUTHORISATION

MSA Permit No.     - 82374

4. ELIGIBILITY

The event is open to all members of the promoting club, members of all clubs within the following regional associations.

Association of North East Midland Motor Clubs
East Midlands Association of Motor Clubs
Association of Northern Car Clubs

The event is open to 2 wheel drive cars only

All competitors must hold a valid MSA Competition Licence of National B status or above.  These licences must be produced at documentation.
NB: Drivers’ licences must be for Stage Rallies.  All cars must comply with MSA Safety & Technical Regulations for Special Stage rallies.  Before scrutineering, all competing cars must undergo a noise test carried out in accordance with MSA Regulations.  Any car failing to comply will not be allowed to start.

Please note: to reduce noise and to preserve the venue for the future, the organisers in conjunction with the RLO have found it necessary to impose the following restriction:
Any vehicle which constantly backfires may be excluded from the event at the discretion of the Clerk of the Course.  If any vehicle is modified or fitted with a device which may cause backfiring, it must be disabled at all times
Car Registration and MOT documents must be produced at scrutineering.

5. FORMAT

The whole event will take place within the confines of ex RAF Ludford airfield Map reference 122/209879 Competitors are asked to be as quiet as possible when entering and leaving the venue. The event will consist of 8 stages with a total distance of approximately 45 miles on mixed surfaces of concrete and broken concrete.  There will be no road mileage. Results will be made final at the venue.  Stages will be timed to an accuracy of less than one minute in accordance with R 31.1.3

6. CLASSES

The event will consist of five classes as follows:

Class 1  -  Cars up to 1000cc
Class 2  -  Cars from 1001cc to 1400cc
Class 3  -  Cars from 1401cc to 1600cc
Class 4  -  Cars 1601cc to 2000cc
Class 5  -  2000cc and over

All forced induction vehicles are subject to an additional capacity ratio of 1:1.7
Cars which have twin cams and/or 4 valves per cylinder will be entered in the class corresponding to their actual engine capacity e.g. a 2 litre 16 valve engine will run in Class 5.


7. AWARDS

1st. Overall  - The Wolds Trophy + awards
2nd. Overall  - The Mermaid Trophy + awards
3rd. Overall  - The Silver Jubilee Trophy + awards

1st. in each class - 2 awards
2nd. in each class - 2 awards
Highest Placed Lady Competitor
Best MDMC  - 2 awards

Competitors in overall classification are not eligible for class awards.
Named trophies are to be held for 10 months and must be returned to the organising club on request.
No competitor may win more than one award other than the MDMC and Lady’s awards
To be eligible for the Best MDMC awards, a crew must have been a full paid-up member for at least 3 months prior to the event.

8. ENTRIES
The entry list opens on publication of these Supplementary Regulations and closes on Saturday14th. June 2014.  If places remain, late entries will be accepted up until Thursday 19th. June 2014.   The maximum number of entries is 45 and the minimum is 35. Entries will be accepted in order of receipt.   All entries must be made on the official entry form and accompanied by the appropriate fee. Illegible or incorrectly completed entry forms may not be accepted

The entry fee is £175.  Payment of entry fees may be made either by BACs or cheque.  We offer a 2 part payment option if paying by cheque - first payment, which will secure an entry, is in the sum of £100.   The second payment of £75 must accompany the entry form but may be dated Saturday 14th. June 2014.  Any cheques not honoured by this date will result in the forfeit of the place on the entry list and the £100 deposit.  If paying by BACs full payment is required within 2 days of receiving your entry form to secure your place.

In the event of there being surplus applications for entries, a reserve list will be opened with competitors placed on the list in order of receipt.
Entries withdrawn in writing and received by the Entries Secretary before Monday 16th June 2014 will be refunded less a reduction of £10.  Refund of entries after this date will be at the discretion of the organisers.

An acknowledgement of entry will be posted within 8 days of receipt of entry.

The starting order will be determined by the organisers using data provided on the entry form and other sources.  Neither correspondence nor discussion will be entered into regarding the seeding.  

Final Instructions will be posted to co-drivers on Monday 16th. June 2014.

9. DOCUMENTATION
The following documents will be required:
a) Process Card (available from Environmental Scrutineer)
b) Competition Licences
c) Club membership card
d) Entrants Licence (where applicable)
e) Championship Registration (if applicable)

Competitors not signed on 30 minutes before their due start time may be deemed not to have started the event and their place given to a reserve.

The Road Book and Time Cards will be issued on completion of Documentation.   Detailed sketch maps of each stage will be provided, but these are for guidance only.
Before, during and after the competition, official notices may be displayed and every competitor shall be deemed to have read all such notices and, if applicable, they will have the same force as these regulations and will be binding on competitors.

10. VEHICLE IDENTIFICATION

All vehicles must display 9” black competition numbers on both sides of the car.  These numbers will be available to purchase at scrutineering.

11. TIMING AND CONTROLS

These are as specified in the General Regulations of the MSA with the following modifications:
R 30.1 Controls will open at the due time of the first car and close at the direction of the Clerk of the Course taking into consideration the due time of arrival of the last car.
Maximum permitted lateness at an ATC will be 5 minutes. Any competitors not complying with this lateness will be classified as non-finishers.
Should any dispute arise regarding a time, organisers reserve the right to use appropriate check sheets to determine the correct time.
Organisers’ times and mileages will be deemed to be correct
Competitors are reminded NOT to remove their helmets until after the Stop line.
A Passage Control will be established after the finish of each stage.   The purpose of this control is to collect time cards and to nominate the due start time of each competitor at the next stage.  Competitors must present themselves at this control within maximum lateness and in the car in which they started that stage.

In the case of dispute, the organisers reserve the right to use any means at their disposal to establish an appropriate time.

In the event of a stage cancellation, the organisers may use R 24.5 to award times to competitors.

12. PENALTIES

All penalties will be in accordance with Chart 32.2 (Page 322) of the Blue Book.
Should controversy arise, the organisers reserve the right (force majeure notwithstanding) to cancel the relevant stage from the results.

In addition the following will incur a penalty of exclusion:

1. Altering or defacing a Time Card.
2. Leaving the boundary of the venue after scrutineering and before completion of or retirement from the event.
3. Exceeding 15mph within the confines of the venue except when competing on a stage.
4. Leaving litter at the venue.
5. Excessive noise.
6. Deliberately driving on a cropped field.

Judges of Fact will be appointed and will be listed on the Official Noticeboard.

13. ARROWING

The onus is on the competitor to follow the correct route which will be marked by arrows.  Competitors may be required to do more than one lap.  Split/Merge junctions and chicanes will be used and these must be negotiated correctly.

14. SERVICING

Servicing will only be permitted in the areas designated by the organisers. Competitors are reminded that the Service Area is not a test track eg tyre warming is not permitted.

15. FINISHERS

R 40.1 will apply.

16. FAILED COMPETITORS

Competitors who do not visit a Time Control within the time allowed will be penalised as specified in Chart 32.2 (a) of the Blue Book and will be classified as a non-finisher.  However, the Clerk of the Course may permit these crews to continue in a Stage Practice event which will run concurrent with the main event provided that:-

  • The crew has not incurred a penalty of exclusion for any reason other than not visiting a Time Control within the time allowed.

  • It is the same crew in the same car that started the event.

  • The vehicle has been re-inspected by an event scrutineer.

The decision to allow a crew to continue rests solely with the Clerk of the Course who may withdraw competitors’ time-cards at any subsequent point.

To take advantage of this option, the crew must report to Rally HQ and make arrangements for an event scrutineer to re-inspect the vehicle.   With the agreement of the Clerk of the Course, they will then be issued with the next appropriate stage arrival time.  Crews will retain their existing competition number and may continue in approximately their original running order or any other order specified by the Clerk of the Course.

17. DAMAGE DECLARATION

Competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or alternatively giving details of such incident.
Competitors who fail to comply will be penalised in accordance with Chart 32.2 of the Blue Book.

NB: There is no petrol available at the venue

19. ACCOMMODATION

Camping is NOT permitted on the venue due to restricted space.  ANY movement of vehicles other than at sensible speeds - i.e. 15-20 mph and especially not on the stage - will result in that competitor being excluded from the event.

Membership of Mablethorpe & DMC is available at £15.00 per person.
